History of the Stoke Gabriel Neighbourhood Development Plan
The Localism Act requires Neighbourhood Plans to be sponsored by a parish council where a parish council exists. Following presentations by guest speakers (Graham Swiss of South Hams District Council Strategic Planning, Greg Davies of the Community Council of Devon, and David Watts, chairman of the Paignton Neighbourhood Forum) in August 2013 the Parish Council embarked on a lengthy process of discussion and debate at their monthly meetings. As a consequence of these it was agreed to hold a consultation with parishioners as to whether they favoured the parish developing a Neighbourhood Plan and whether they would assist in the lengthy and detailed process of its formulation. A questionnaire was sent by post to all households in on the parish electoral role in March 2014 with an April 12th deadline for returns to the acting clerk or via a ‘Survey Monkey’ portal.
The results of the consultation were announced at the June 2014 Parish Council Meeting. There were 210 responses out of 1127 Parishioners able to vote. This represented a turnout of 19% with 180 in favour of a Neighbourhood Plan and 27 against with 3 spoilt papers. Encouragingly 60 parishioners indicated that they were willing to participate in drawing up the plan. The formal vote to begin the Neighbourhood Plan process by submission of an application form and associated terms of reference to South Hams was deferred to the July meeting so that a full council could participate in the vote. This duly took place with a positive outcome and a decision to define the Neighbourhood Plan area as the (total) Parish of Stoke Gabriel.
The application and terms of reference was duly filed with South Hams district Council in August 2014.
The required South Hams District Council consultation process was completed on 17 th October 2014 and the Plan area was approved by the South Hams Executive Committee on 11th December 2014.

The first Neighbourhood Plan open meeting was held on Thursday 22nd January 2015. Some interest was shown in Steering Group membership and support work however it took until July to complete the membership when the first Steering Group meeting was held. Meetings take place monthly. Agendas and minutes are available on this web-site.
June 2016 saw the launch of our first detailed survey to parishioners and businesses.
Responses were by return pp, envelopes, drop-offs in the village and on-line.
An event was held on Saturday 24th September 2016 providing summaries and detail of Feedback to the community, and to solicit more inputs.
The steering group continued to meet monthly following this and the next Village event attended was the ‘May Fair’ in 2017. Here the focus was on ‘Green Spaces’ within the Parish with attendees being asked to identify potential ‘spaces’. This stimulated a lot of interest which intensified at our next event on May 13th which coincided with the ‘Village Walks’ where we also solicited further feedback on housing aspirations. The Steering Group is now engaged in writing the ‘Plan’ document with continuing work taking place on ‘Green Spaces’.
The Stoke Gabriel Community Land Trust has been formed to address truly affordable housing for local people.
